This accessibility statement applies to content published on https://simulator.dorsetcouncil.gov.uk/
This website is run by Delib and Dorset Council. We want as many people as possible to be able to use this website. For example, that means you should be able to:
- change colours, contrast levels and fonts
- zoom in up to 250% without the text spilling off the screen
- navigate most of the website using just a keyboard
- listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)
We’ve also made the website text as simple as possible to understand.

How accessible this website is
We know some parts of this website aren’t fully accessible:
- some of the functionality on the website is inaccessible to screenreader and keyboard users. Users of assistive technology should use the screen-reader friendly version of the budget tool.
- there are issues with how the tool displays on mobile and at a zoom level over 250%. Some content is cut off such as the 'Final comments' text box on the 'Summary' page and there are styling issues with the website with an increased zoom level on mobile. This may make it harder to read for people with sight problems.
- there are colour contrast issues with some of the text fields, the focus indicators on navigation items and some of the section heading backgrounds.
- there is no 'skip to content' link, the first link on the website is a link to a screen-reader and keyboard friendly version of the tool.

Non-compliance with the accessibility regulations
The content listed below is non-accessible for the following reasons.
1.4.11 Non text contrast
Colour contrast is not sufficient for the:
- side navigation arrow icons when a section is highlighted in navy
- focus indicator on the side navigation when a section is highlighted in navy
- grey section heading backgrounds on the 'summary' page
This fails WCAG 2.2 success criterion 1.4.11 (Non text contrast).
1.4.3 Contrast minimum
Colour contrast is not sufficient for the light grey text 'Please enter your final comments' on the summary page. This fails WCAG 2.2 success criterion 1.4.3 (Contrast minimum).
2.1.1 Keyboard
There is a keyboard loop when navigating between the different budget sections and the slider tools. This fails WCAG 2.2 success criterion 2.1.1 (Keyboard).
2.4.1 Bypass blocks
There is no 'skip to main content' button on the site. This fails WCAG 2.2 success criterion 2.4.1 (Bypass blocks).
2.4.2 Page titled
Some pages do not have titles set making it harder for people to understand the context or identify the purpose of the document. This fails WCAG 2.2 success criterion 2.4.2 (Page titled).
2.4.4 Link Purpose (In context)
Some links have non-descriptive text making it hard for screen reader users to navigate by links or understand the context of the link. This fails WCAG 2.2 success criterion 2.4.4 (Link purpose (In context).
2.4.11 Focus Not Obscured (Minimum)
Some pages have issues with focus, such as the:
- focused items on budget page are not fully visible due to colour contrast issues.
- focus border is cut off for the top highlighted service group.
- the text box for adding your final comments is obscured when the page loads on mobile and at a zoom of over 250%
This fails 2.4.11 Focus Not Obscured (Minimum)
3.3.1 Error identification
Fail to identify validation errors for certain demographic fields on /demographics page.
4.1.1 Parsing
A link on the introductory page is not read out by assistive technology.
The text that displays as a result of moving the slider tools are not announced by assistive technology.
We recommend using the accessible version of the Simulator site if using assistive software.
Disproportionate burden
At this time we have not made any disproportionate burden claims.
What we’re doing to improve accessibility
We have raised these issues with Delib, the supplier of this platform and are waiting for a timeframe for fixes.
